The average handset has evolved from the humble voice-box, to the total media centre. As a result thousands of start-up companies are profiting out of the Telecom sector’s advances, supplying the various addons which inevitably accompany any new wave of technology. Such innovations were used by the operators to supplement the pricey voice packages. However, the operators are now finding themselves in the hands of the ever-creative software/hardware companies and the changing consumer culture. iPhone app store was the first to take advantage and make millions from the operators’ customers, creating a financial redistribution within the Telecom industry. With the telecom giants left to maintain the costly infrastructure that supports this ever growing new-media industry, the outlook for today’s communication service providers is set to get worse in a new 4G world where broadband is everywhere (LTE, WiMax, FTTX and cloud services). The three state-owned Chinese mobile operators, which were granted 3G licences in January, planned to make CNY 450 billion investments in 3G services in the next two-and-a-half to three years, Minister of Industry and IT Li Yizhong said in a press conference at Beijing. Li stressed that each operator needs to develop at least 50 million 3G users, and try its best to reach 80 million in the next three years. With three 3G operators, the regulator expects to reach 240 million 3G users in three years, a target which is higher than the government's previous goal of 150 million in three years made in February. Analysts said the 240 million users target is much more aggressive and questioned how the government would achieve this.

Now its known through Telecompaper that Dell is set to introduce a mobile phone in China within the next couple of days, technology blog Techcrunch reports citing a source with knowledge of the situation. The phone would be launched with China Mobile (TD-SCDMA) or China Unicom (WCDMA). Techcrunch believes the operating system for the handset is Android as Dell has also been working with Google on an Android-powered tablet computer. The phone would feature a touchscreen but no keypad.
