				<content:encoded><![CDATA[<p style="text-align: justify;">Chairman of Pakistan Telecommunication Authority (PTA) Dr Mohammed Yaseen on Monday said that Prime Minister Yusuf Raza Gilani had directed the ministry of information technol<span style="color: #000000;">ogy for the formulation of a national broadband plan and the PTA was working over it with feedback from stakeholders and operators.</span></p>
<p style="text-align: justify;"><span style="color: #000000;"><a href="http://telecomnewspk.com/2011/09/huawei-ready-to-launch-its-products-in-pakistan-very-soon/huawei-logo/" rel="attachment wp-att-17511"><img class="alignright size-medium wp-image-17511" title="huawei-logo" src="http://telecomnewspk.com/wp-content/uploads/2011/09/huawei-logo-300x300.jpg" alt="" width="300" height="300" /></a>He was addressing the participants of a broadband road show launching ceremony here at a local hotel. The excellence of the modern broadband experience amazed the visitors who had gathered at the launch of 2011 broadband forum of Huawei technologies. Dr Yaseen inaugurated the road show while vice president of Huawei, Middle East region, Leo Xu, and other officials were also present. Different products of Huawei, including 4G modules, 3G mobile phones, 4G tablets, iphones, ipods, smart phones, and small body laptops were on display with Huawei technicians briefing the visitors on various aspects of their products.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">On the occasion, the Huawei officials gave presentation to the visitors on the company’s latest modules, fitted in a state-of-the-art van, a part of the road show. Addressing the audience, Dr Yaseen asked the stakeholders to come up with their input to the PTA for devising the national broadband plan. </span></p>
<blockquote><p><span style="color: #000000;">“Broadband is now a basic need of every citizen a universal service and not a value-added service. The factor deriving this change is personal experience. There is a lot of talk about 3G and 4G (LT) technologies but only those understand the excellence of these modern technologies who experience it on their electronic gadgets. I am amazed to be here at the show and the presentations were excellent,” said Dr Yaseen while addressing the audience at Huawei seminar.</span></p>
<p><span style="color: #000000;">“Though 10 million smart phones are connected to the internet in Pakistan today, but imagine the huge revolution if all these smart phones are connect top 3G broadband,” he added.</span></p>
<p><span style="color: #000000;">Calling for an immediate jump into the 3G spectrum, Dr Yaseen said Pakistani IT industry was ripe for 3G spectrum in year 2006 but due to resistance by stakeholders, this revolution was delayed. “Today, we are adding around 2.5 million subscriptions every month. But I am not satisfied. If we have to get 10 million subscriptions every month, we need to jump into 3G broadband experience,” he added.</span></p></blockquote>
<p style="text-align: justify;"><span style="color: #000000;">On the occasion, Leo Xu announced that Huawei would be embarking on a one-year road show across the region to demonstrate its capabilities in providing advanced end-to-end solutions for mobile and fixed broadband services. The road show opened for a week, as a dedicated team of Huawei executives, experts and technical support staff come together to host an unforgettable broadband experience to key stakeholders and partners in the country. </span></p>
<p style="text-align: justify;"><span style="color: #000000;">Broadband is widely regarded as a key indicator of national competitiveness and economic development. According to estimates, a 10 per cent increase in broadband penetration translates into 1.3 per cent GDP growth. With an ongoing commitment to enriching people’s life and enhancing broadband development, Huawei has invested considerable resources and works closely with its partners to bring the most cost-effective, cutting-edge products and solutions to people in Pakistan. The live on-site demonstrations will enable customers to experience new Huawei innovations for wireless including HSPA+, LTE FDD&amp;TDD, Wimax and SingleRAN technologies. As the number of mobile broadband users in particular continues to climb in the country, Huawei believes that subscribers will increasingly look for low tariffs with unlimited high-speed access while operators will require network capabilities that allow them to accommodate the expansion pressures of mobile broadband.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">During the road show, Huawei presented case studies of how it’s Single Backbone, SingleFAN &amp; Single Metro solutions can be optimized to address the needs of operators across the region as traffic is increasingly dominated by services such as IPTV, HDTV and teleconferencing.</span></p>

The latest news is that Ali Raza has resigned from ZONG today, we have received this news from our sources at the company.</p>

<p style="text-align: justify;">When we contacted Zong’s PR department, they denied and did not confirm the news. According to the company’s PR department, Mr. Mehdi is still working as HR head and they are not aware any resignation coming from him.</p>
<p style="text-align: justify;">But according to our sources, Mr. Mehdi designed from his designation because of some disagreement with the Chinese CFO and CEO. Ali Raza Mehdi is not the first one to resign from this post, previously two more HR Directors resigned from their post from ZONG. We could not contact Mr. Mehdi till now, so we have no idea about his future and what is he going to do next. Before joining Zong Mr. Mehdi was offered a post at Warid and He might see a future opportunity in Telenor too.</p>
<p style="text-align: justify;">Now it can easily be understood that ZONG is not fair in its HR policies and practices. Variance of value for Chinese and Pakistani management could be a key a factor here too. Now ZONG has two higher management vacancies open including the COO slot, which was left vacant by former COO ZONG Mr. Zafar Usmani.</p>

And today, while thinking of that beautiful old time, I cannot decide how to celebrate the freedom while I am confined at home over the weekend due to this political chaos spread in my city of lights.</p>
<p style="text-align: justify;">Few hours back I shared this thought with my friend. Out of frustration, I told him of my desire of taking some action in this regard. I confessed that it’s not easy to bring a change but a collective effort can surely turn into a productive effort gradually. But a direction is required in this regard as well a direction of what we should do and how we should do it. In response, he shared a link of the website of ZONG with a remark, “Go on! Say it All”.</p>
<p style="text-align: justify;">I thought he passed this comment to cheer me up as this famous tagline of ZONG is commonly used among all age groups during conversations especially when they are about expressing yourself with freedom. But to my amusement, the link took me to the “Say It All Contest”. Yes! You read it correct. By excavating details, I found out that this contest was initiated particularly for August 14, almost a week ago. Considering the fact that a lot of people are still unaware of this campaign, it is amazing to see the number of participants on the website.</p>

				<content:encoded><![CDATA[<p style="text-align: justify;"><span style="color: #000000;">Apart from other crimes taking place in Pakistan, the fraud and theft cases in the Telecommunication industry witnessed in the recent past are gaining roots day by day. Recently it is revealed that many fake mobile cards of different companies were made by some criminals which resulted in a total loss of Rs 134 million to various mobile companies in Pakistan.<span id="more-14278"></span></span></p>
<p style="text-align: justify;"><span style="color: #000000;">Initially this case was presented in front of the District and Session Judges in Islamabad. The case was then referred to the Additional Session Judge, Mr Kamran Basharat Mufti, by the judicial officer for more proceedings which are scheduled to be held on July 19.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">A local telecommunication company submitted a complaint of this incident and an FIR was registered, under section 36,37 of Electronic Transaction Ordinance 2002, against 11 members of a gang for making fake mobile phone scratch cards.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">On 16<sup>th</sup> may 2008, a local telecom company lodged a protest with the FIA Director General Islamabad that due to the leakage of some important information  some unkown persons have manufactured a large sum of fake scratch cards which are almost 17,750,000 in number. out of that 905,987 cards were sold in the local market which caused a total loss of 134.4 million to the company. For further proceedings this issue was referred to the FIA crime department which would submit its report on June 14<sup>th</sup> 2008.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">According to the information provided by the FIA, initially the case was given in the hands of Sub Inspector Farooq Latif who recommended for lodging an FIR against the alleged criminals.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">During the inquiry that Usman Zafar who was a resident of sector G-11/3 Islamabad along with another man named Syed Nabi was found accused of making fake mobile scratch cards. Later it was also learnt that Usman Zafar was the ring leader of the group which made these cards illegally and it was proved by the allegations against Syed Nabi that he somehow sold fake scratch cards worth Rs 9 million. Both the accused criminals were not present in the inquiry proceedings which left no other option for the inquiry officer but to register a case against the accused. But Usman Zafar being aware of the danger had taken the precautionary measures and had left the country when police raided on his house soon after the inquiry. After almost 2 years on his return to Pakistan he was arrested, on October 22 2010. His physical remand was obtained by the police from the competent court from 23-11-2010 to 03-12-1010.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">The investigating team had also given chance to the complainant throughout the investigation to provide sensible clues against the accused. Moreover, the other 10 members of the gang were also revealed as advancements took place in the investigation. Apat from the accused Usman Zafar, the other 10 members were Ghalib Virk, Zahid Sindhu, Haji Ramzan, Rizwan Ali, Asif Ch, Younas Khan, Jamal Raza, Kazim Shehzad, Rashid Ahmed and Syed Nabi.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">As the story un covered, apart from making illegal scratch cards, the printing press where these scratch cards were made was also running illegally by the accused, where the scratch cards were developed. A raid was conducted there and it was learnt that the accused along with his other fellows printed scratch cards of different telecommunication companies which are providing service in Pakistan.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">The sources from FIA informed that during the raid a printing press machine and scratch cards more than 50 million were found and taken into custody. FIA confirmed that all the gang members are not yet arrested and the agency is trying its best to trace and arrest them. Meanwhile Syed Nabi did not attend the investigations so the was declared absconder by the court.</span></p>

<p style="text-align: justify;"><span style="color: #000000;">Embezzlement of more than Rs210 million by top and middle management officials in the finance department of a cellular services giant was reported to police on Friday.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">The discrepancy in the accounts that led to the discovery of the embezzlement was discovered in November 2010, but the management reportedly hesitated in getting the police involved as it was hoping to use the threat of police action as a bargaining chip to force the embezzlers into returning the money.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">The management of the telecom company hesitated over actually letting the suspects get arrested as they were hoping to use the threat of police action as a bargaining chip to force the return of the embezzled funds, sources said.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">The police official investigating the case said that they were trying to obtain the exact details of the suspects&#8217; whereabouts. He added that they could not be found at the addresses given on their National Identity Cards.</span></p>

<p style="text-align: justify;"><span style="color: #000000;">“We are looking for them and hope to nab them in a day or two,“ said the police official. Responding to a question, he said that the company&#8217;s management was not influencing the case in any way.</span></p>
</blockquote>
<p style="text-align: justify;"><span style="color: #000000;">Other sources in the police told The Express Tribune that they believed the management was playing carrot and stick with the suspects, by pressurizing the police to have them arrested while simultaneously offering the alleged embezzlers a compromise if they agree to return the embezzled money.</span></p>

<p style="text-align: justify;"><span style="color: #000000;">Six officials from top, middle and lower management of the finance department, Usman Qayyum, Yasir Ali, Nadeem Afzal, Pervaiz Akhtar, Ali Nawaz and Muhammad Jamshed, were nominated in three different fraud cases.</span></p>

<p style="text-align: justify;"><span style="color: #000000;">Police said three lower management officials were based in franchises of the company in F-11, I-8 and Blue Area, while Qayyum and Ali were based in the head office of the company, where they were responsible for crediting money into company&#8217;s funds.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">An investigation officer added that they were told by the company that the amount of embezzled money and the number of suspects might go up as they had decided to carry out a comprehensive internal inquiry.</span></p>

<p style="text-align: justify;"><span style="color: #000000;">The complainant, a senior manager in the company, told the police that the embezzlement was first discovered after an audit in November, 2010. Following the detection of fraud, Chartered Accountant Akhtar Aziz was hired to perform a thorough audit of funds.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">The auditor&#8217;s investigations revealed that the suspects had been transferring huge sums of money into their personal accounts and those of their friends and family while crediting them in the company&#8217;s records. “Yasir and Qayyum received money from the franchises and other accounts and made transfers into their personal accounts, said a police official.</span></p>
</blockquote>
<p style="text-align: justify;"><span style="color: #000000;">Police said the bulk of the embezzled amount was kept by the suspects in accounts which have not yet been identified, but the matter is “being looked into by the company&#8217;s internal auditors.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">An official spokesperson for the company initially refused to comment on the issue, citing its status as a legal matter. Later he added, “FIRs were registered and obviously the police are doing their work to arrest the suspects.</span></p>

				<content:encoded><![CDATA[<p style="text-align: justify;"><span style="color: #000000;">In a meeting held in the finance ministry it was decided that GST of 19.5% will be applied on all telecom services from 1<sup>st</sup> august. All finance secretaries and FBR chairman Salman Sadiq were present in the meeting and chaired by federal finance secretary Dr Waqar Masood.<span id="more-13955"></span></span></p>
<p style="text-align: justify;"><span style="color: #000000;">According to sources all provinces and the federal government have agreed to introduce this single rate to remove prove problems in tax collection. Punjab ,KPK and Baluchistan had originally proposed a 16% sales tax on telecom services. These provinces will now have to amend their ordinances to apply the new uniform rate.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">FBR has decided to impose the same tax rules during july 2011 that had been followed previously and apply the new rate with affect from august 2011.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">Following the legal procedure first the FED has to be withdrawn on VAT mode by FBR on services and then Sindh can delegate powers to FBR for collection of sales of sales tax on collection services by issuing a notification. Sindh government claims that there are many services which involve input tax adjustments. Sindh sales tax on services act 2011 impowers the sindh revenue board to collect sales taxes on all but five services that would be covered by FBR.</span></p>
<p style="text-align: justify;"><span style="color: #000000;">This law had to be initially implemented last year but was delayed due to several reasons. Now the FBR and Sindh Revenue Board will do accounting procedure for determination of the input tax adjustment. The taxpayers should be given their right for claiming input tax adjustment.</span></p>

<p style="text-align: justify;"><span style="color: #000000;">Recently Zong and International Student Identity Card (ISIC) Association has signed a memorandum of understanding (MOU). This MOU has been signed between both the parties with the help of Alive Asia that is representing ISIC. Alive Asia is the company that has legal authority for operating ISIC Functions. In the world there are lots of facilities that are given to the ISIC holders. This is something related to the representation of international students and operations of this association are managed and supervised by UNESCO (United Nations Educational, Scientific and Cultural Organization).</span></p>
<p style="text-align: justify;"><span style="color: #000000;">The international student identity cards are issued in about 120 countries of world and 40,000 benefits can be enjoyed by the card holder students.</span></p>
<p style="text-align: justify;"><span style="color: #000000;"><strong>Amees Ahmad Head of Strategy &amp; Planning ZONG said:</strong></span></p>

<p style="text-align: justify;"><span style="color: #000000;">This MOU signing will give ISIC holders a chance to use Zong services at very low rates. There will be some special benefits to the international students on this card. The ISIC association should also look for other companies in various fields, so that the facilities and benefits of ISIC holder may get increased.</span></p>
