Pakistan Post Early Computerization Urged to Overcome Irregularities

In order to curb financial embezzlement, PAC has asked the government to go for the computerization of Pakistan Post at the earliest, it is reliably learnt.PAC also directed Ministry of Finance and Planning Division to allow the PP recruitment of Finance Accounting Officer and Chief Economic Officer to regulate and monitor daily transactions of almost Rs 4 billions. The Monitoring & Implementation Committee of PAC held its session with Yasmeen Rehman in chair while members Asya Nasir and Ayaz Sadiq Secretary Ministry of Postal Services, Director General Pakistan Post along with provincial Post Master Generals attended the meeting. The main focus of the meeting was to review audit objections, it is reliably learnt.

PAC expressed profound shock and concern since volume of financial scam has increased substantially in Pakistan Post and its name was highlighted time and again in press for alleged irregularities in Benazir Income Support Programme (BISP) DG PP Abdul Hameed apprised the committee that check and balance over the financial irregularities were not possible without permitting PP to disbursement of funds through window operations at Post Offices.

“Our post offices are also not interconnected which present financial fraud an easy job for the criminal mindset” he said asking PAC to direct the concerned Ministries to approve the computerization of Pakistan Post project. “It is not possible to deploy security guards with each postman who carries money orders sent by BISP for the people worth of billions of rupees daily” he added saying, “Such a state of affairs had resulted in killings of 3 postmen by dacoits as well as incidents of fleeing with money by postmen also took place”.

“Moreover if PP is permitted to window disbursement of funds at Post Offices it will reduce life threats to postmen as well as number of financial scams” he commented adding, “Almost 33 postmen have been dismissed for looting public money”.
